Investment Attraction Project Overview of Russia Ten-Thousand-Li Mountains Processing and Logistics Center Co., Ltd.


I. Project Background

In February 2004, Guangxi Agricultural Reclamation Shiwanda Mountain Company, together with other Guangxi agricultural products, made its debut at the Moscow International Food Expo, attracting considerable attention from Russia’s food industry. The products were well received, highlighting the strong complementarity between Guangxi’s abundant agricultural resources and the Russian market and underscoring the broad prospects for future trade. Upon completion of the project, it will not only enhance China–Russia cooperation but also boost economic and trade exchanges between China and ASEAN, Central Asia, Europe, and other regions. Moreover, it will play a pivotal strategic role in facilitating the entry of Guangxi’s agricultural products into international markets, promoting the development of Guangxi’s agriculture, and leveraging the region’s comparative advantages.

Following preparatory work, the project was signed as a national strategic investment cooperation initiative with Russia at the Second China–Russia Investment Promotion Conference in 2005. On December 3, 2005, it received approval from the National Development and Reform Commission, and in June 2006 the Ministry of Commerce issued the “Certificate of Approval for Overseas Investment by Chinese Enterprises.”

II. Project Overview

To implement the project, in July 2005 the Guangxi Agricultural Reclamation Russian Veliky Novgorod Agricultural Products Processing and Logistics Center was registered and established in the city of Veliky Novgorod, Russia. Located on the highway and railway corridor between Moscow and St. Petersburg, the city is 550 kilometers from Moscow and 180 kilometers from St. Petersburg. The Moscow–St. Petersburg expressway passes through the city, and the nearest railway station is just 5 kilometers away, making its geographic location highly advantageous and its transportation network exceptionally convenient.

The project primarily focuses on warehousing, processing, and logistics services, while also integrating trade with Russia. Adhering to the development philosophy of “trade drives projects, and projects in turn promote trade,” the initiative is committed to implementing the “Ten Thousand Great Mountains” brand strategy, with the goal of establishing a multi-tiered product service center and a major distribution and logistics hub for Chinese products in Russia.

III. Project Construction Status

The project has a total planned area of 16.3 hectares, with cumulative equity investment to date of approximately US$20 million. Approximately 8.2 hectares have been developed, resulting in the construction of two warehouse (standard factory) buildings totaling 7,241.3 square meters, two office and dormitory buildings covering 600 square meters, two guard booths, one natural gas boiler room, one substation, as well as 16,000 square meters of paved roads and site areas within the park. Comprehensive supporting infrastructure has been completed, including water supply, electricity, gas, heating, road networks, wastewater treatment systems, and fire protection systems. The park provides 24-hour security and hot and cold water supply.

IV. Intent to Attract Investment and Leasing

The company is located in an area with excellent public security, low land and labor costs—land prices are one-fifth of those in Moscow, and wages are about half of Moscow’s. The region boasts vast, fertile land and abundant forest resources. Furthermore, KDV Group LLC, Russia’s second-largest confectionery manufacturer, has also established operations here, underscoring the area’s strong investment and leasing appeal. Our company is actively seeking long-term tenants and investors.

Target audience: Domestic enterprises interested in establishing sub-assembly and assembly plants in Russia. We offer space within the industrial park for lease to accommodate such facilities, or we can undertake the construction of sub-assembly and assembly plants in accordance with the specific requirements of the domestic enterprise.

Modes of cooperation: wholly owned, joint venture, cooperative arrangements, and other methods as agreed upon for entry into the park.
