Guidelines for the Prevention and Control of Novel Coronavirus Pneumonia in the China–Indonesia Economic and Trade Cooperation Zone

Guidelines for the Prevention and Control of the Coronavirus Outbreak at PT. KITIC

In accordance with the “Public Guidance on Prevention and Control of Pneumonia Caused by Novel Coronavirus Infection” issued by the National Center for Disease Control and Prevention, as well as the relevant guidelines on epidemic prevention and control issued by the General Office of the Ministry of Commerce and the Agricultural Reclamation Group, and taking into account the actual conditions of the Cooperation Zone, this guideline is hereby formulated to govern the prevention and control of pneumonia caused by novel coronavirus infection in the Cooperation Zone following the end of the Spring Festival holiday.

Based on the “Public Guidelines for the Prevention and Control of the Novel Coronavirus” issued by the National Center for Disease Control, as well as relevant documents on the prevention and control of the COVID-19 epidemic from the Ministry of Commerce and the company’s internal guidelines, and taking into account the actual conditions at PT KITIC, this guideline has been formulated and shall apply to all epidemic prevention and control activities following the Chinese New Year holiday.

I. Institutional Prevention and Control

It is essential to gain a profound understanding of the paramount importance of effectively carrying out epidemic prevention and control in the cooperation zone, establish a coordinated working mechanism and an organizational leadership mechanism for such efforts, and ensure that all related work is carried out in a practical and effective manner. This includes formulating contingency plans for epidemic prevention and control, implementing all preventive measures, proactively engaging in communication with all sectors of society in the host country, shouldering responsibility in the fight against the epidemic, and resolutely securing victory in this critical battle.

It is essential to gain a deep understanding of the importance of preventing and controlling this epidemic, to establish relevant cooperation mechanisms, to effectively carry out epidemic prevention and control work within the cooperation zone, to formulate an epidemic prevention and control action plan, and to implement all related measures. At the same time, it is crucial to proactively engage in effective communication with all sectors of society in the host country, to assume responsibility in the fight against the epidemic, and to resolutely win this battle for epidemic prevention and control.

(1) Conduct a comprehensive survey of employees’ health status. Thoroughly ascertain employees’ travel plans during the holiday, their return journeys, and their current health conditions. Continue to implement the “dual reporting” and “zero-report” systems for epidemic prevention and control: register all employees who have traveled to Hubei Province or had contact with confirmed or suspected cases within 14 days prior to resuming work, promptly report such information to the local embassy and the office of the foreign economic cooperation company, and arrange for home quarantine or centralized isolation observation in accordance with relevant regulations. Remind employees to wear masks when using public transportation on their return journeys.

(Ⅰ) Conduct health screenings of employees. Gain a comprehensive understanding of the status of employees who have left, returned, and their physical health during the holiday period. Continue to implement the “dual reporting” and “zero-reporting” systems: register employees who have traveled to Hubei or had close contact with confirmed or suspected cases within 14 days prior to returning to work, and report such cases promptly to the local embassy and the company office. Arrange for home quarantine or centralized isolation as appropriate. Remind employees to wear masks when using public transportation.

1. Implement temperature and health monitoring. Conduct temperature screening at workplace entrances; individuals with a temperature exceeding 37.3°C shall be prohibited from entering the workplace. Employees with abnormal temperatures shall be required to seek medical evaluation at a hospital and to self-isolate at home for rest. Promptly identify employees exhibiting respiratory symptoms such as cough or fever, urge them to wear masks, and encourage them to seek medical attention without delay.

All employees in the cooperation zone must stand up and take action in epidemic prevention and control efforts, forging a strong, unified front to build a community of people who work together to overcome difficulties. A strict adherence to group rules serves as a robust line of defense, making an active contribution to winning the battle against epidemic prevention and control.

(1) Before the end of the holiday
